Pei Xiaofei, spokesperson of the Ministry of Ecology and Environment, said that in accordance with the deployment requirements of the State Council, today, the Ministry of Ecology and Environment issued the "Work Plan for the National Carbon Emission Trading Market to Cover the Steel, Cement and Aluminum Smelting Industries" (hereinafter referred to as the "Plan"), marking the first time that the national carbon emission trading market has expanded the coverage of the industry (hereinafter referred to as the expansion) The work has officially entered the implementation stage.

At present, the national carbon emission trading market only covers 2,200 key emitting enterprises in the power generation industry, covering more than 5 billion tons of carbon dioxide emissions annually. The steel, cement and aluminum smelting industries are major carbon emitters, emitting about 3 billion tons of carbon dioxide equivalent annually, accounting for more than 20% of the country's total carbon dioxide emissions. After this expansion, the national carbon emission trading market is expected to add 1,500 key emitting enterprises, covering more than 60% of the country's total carbon dioxide emissions, and expanding the types of greenhouse gases covered to carbon dioxide, carbon tetrafluoride and carbon hexafluoride three categories.

The inclusion of the three industries in the management of the carbon market can accelerate the clearance of backward production capacity by "encouraging the advanced and restricting the backward", promote the transformation of the industry from the traditional path of "high carbon dependence" to the new track of "low-carbon competitiveness", accelerate the innovation and application of low-carbon technology, help get out of the "involution" competition model, and continuously improve the "gold, new and green content" of industry development. In addition, the carbon market will also give birth to new industrial opportunities, with the development and improvement of the carbon market, carbon verification, carbon monitoring, carbon consulting, carbon finance and other emerging fields will usher in rapid development.

According to the deployment arrangement of the Plan, the Ministry of Ecology and Environment will follow the work idea of "implementation and improvement" to promote the relevant work in two stages in a steady and orderly manner. In the start-up and implementation stage (2024-2026), with the main goal of consolidating the foundation of carbon emission management and promoting enterprises to be familiar with market rules, we will focus on cultivating market players, improving market supervision, improving the performance ability and management level of enterprises, establishing an incentive and restraint mechanism, and synergistically promoting the effective play of the role of resolving excess capacity, and the functional role of the carbon market has initially emerged; In the deepening and improvement stage (2027-), improve the system of policies and regulations, improve the supervision and management mechanism, comprehensively enhance the ability of all parties to participate in the market, continuously improve the authenticity, accuracy and completeness of data, study and establish a mechanism for the gradual and moderate tightening of the total quota of the industry with clear expectations, openness and transparency, promote the continuous decline of carbon emissions per unit of product output, improve the incentive and restraint mechanism, further enhance the role of coordinated promotion to resolve excess capacity, and give full play to the functional role of the carbon market.

The Ministry of Ecology and Environment will soon issue a notice on the inclusion of the three industries in the management of the carbon emission trading market, clarifying the tasks and completion time limits for the formulation of the list of key emitting enterprises, the monthly storage of key parameters, the verification of carbon emission reports, the issuance of approved quotas, and the payment of quotas. Formulate a special action plan for capacity building, and carry out targeted special training for enterprises, local ecological and environmental departments, and technical service institutions.
